Deux ans après le cessez-le-feu entre l’Arménie et l’Azerbaïdjan, que se passe-t-il dans le Nagorno-Karabakh ? Reportage dans ce territoire, zone militaire source de tensions désormais sous contrôle de l’Azerbaïdjan, et à Baku auprès des déplacés du Karabakh. Dans les années 1990, la première guerre entre les deux pays avait déplacé 750 000 personnes en Azerbaïdjan. Et pendant 30 ans, le régime de Baku avait promis à ces exilés un « Grand retour » au Karabakh. Aujourd’hui, côté azerbaïdjanais, seules quelques familles ont pu revenir habiter dans la région. Le Karabakh reste une zone militaire, et une source de tensions. Un traité de paix n’a toujours pas été signé entre l’Arménie et l’Azerbaïdjan et début 2023, les négociations sont dans l’impasse. En septembre dernier, des combats à la frontière ont fait près de 600 morts. A la mi-décembre, le corridor de Latchine est devenu l’objet d’un bras de fer diplomatique entre Erevan et Baku, chacun accusant l’autre de préparer la prochaine guerre. A Baku, on s’en défend. L’Azerbaïdjan affirme vouloir un avenir prospère pour le Karabakh, et à coup de grues et de bulldozers, fait construire des routes, des maisons, des écoles dans les territoires repris en 2020 - des territoires en ruines où la vie et la paix n’ont pas encore leur place. For more than 30 years, it's been locked in a conflict between Armenia and Azerbaijan. The fight between the two countries began in the early 20th century but became a frozen conflict for 60 years while the whole region was under the control of the Soviet Union. When the Soviet Union fell, newfound independence sparked a brutal six-year war in the region, where Armenia emerged victorious. From 1994 to 2020, Armenia controlled Nagorno-Karabakh, while Azerbaijan rebuilt its military. Fighting erupted again in summer 2020, and Azerbaijan went on the offensive — eventually capturing most of Nagorno-Karabakh and dramatically reshaping the region. The situation in Nagorno-Karabakh remains tense after Azerbaijani forces crossed the line of contact Saturday in the Shushi region, taking control of a secondary dirt road. As a result, the Armenian villages of Yegtsahogh, Lisagor, Mets Shen and Hin Shen are now completely cut-off from the rest of Nagorno-Karabakh. Armenians living inside the disputed Nagorno-Karabakh region say they have been cut off from the outside world and are running out of essential supplies, as the only road in has been blockaded for nearly a month. Azerbaijan has long complained that the road is being used by Armenia to bring in military equipment. The two countries fought a war in 2020 over Nagorno-Karabakh.
